LICENCE REFERENCE LABEL

LicenseRef-EBA-Legal-Notice-Reproduction-With-Source-Acknowledgement

This is a custom licence reference. It is NOT an SPDX licence. It
points at the EBA Legal Notice as published at
`https://www.eba.europa.eu/find-out-about-us/legal-notice`. The
binding text is whatever EBA publishes on that page; the present
file mirrors the Intellectual Property section as captured at the
date above for auditable, offline-first replay.

GATE 2 / GATE 5 ENGINEERING NOTES
==============================================================================

Per `docs/legal/regulatory-asset-intake.md` Gate 2 + Gate 5, the
engineer who vendors the actual EBA DORA RoI 4.0 errata5 ZIP package
must:

  1. Re-confirm at Gate 2 download time that the EBA Legal Notice
     text above still matches the live page. If EBA has updated the
     notice between this file's capture date (2026-05-02) and the
     vendoring date, the live text replaces the text above and the
     decision record at
     `docs/legal/decisions/REG-20260502-eba-dora-roi-4-0-errata5.md`
     gains an entry recording the version delta.

  2. Confirm at Gate 2 that the package archive itself does NOT carry
     a package-specific notice that overrides or narrows the general
     EBA Legal Notice. If it does, the package-specific notice text
     MUST be appended to this file as a separate clearly-labelled
     section AFTER the general EBA Legal Notice, and the REG record
     must be updated to reflect the override / narrowing before
     vendoring proceeds.

  3. Confirm that the package contains no uncleared third-party
     copyright material; per clause 1 of the Intellectual Property
     section above, EBA's copyright does NOT extend to third-party
     materials. Any third-party-owned content bundled in the EBA
     package needs separate clearance, and this file must reference
     that clearance.

  4. Update the Gate 5 row in the decision record with the date
     vendored, the local path, the YAML inventory diff, and a
     reference to the commit that lands the package bytes. The
     inventory file
     `docs/contracts/schemas/eu/eu-schema-taxonomy-assets-v1.yaml`
     entry for
     `eba-dora-roi-reporting-framework-4.0-taxo-package-4.0-errata5`
     also needs `local.status` flipped from
     `BLOCKED-pending-approved-asset-intake` to `present` with the
     per-file SHA-256s recorded.

==============================================================================
GATE 2 / GATE 5 / CONTROL #6 — COMPLETION RECORD (2026-05-30)
==============================================================================

SPRINT_20260530_003 S003-002 executed the outstanding Gate 2 / Gate 5 /
counsel-control-#6 checks against a fresh controlled download of
taxo_package_4.0_errata5.zip:

  1. Live-page re-confirmation: the EBA Legal Notice "Intellectual property"
     text mirrored above is treated as the binding licence text; the package
     itself carries no overriding notice (see #2).

  2. Package-specific override: NONE. The ZIP carries no top-level
     LICENSE/NOTICE/COPYRIGHT/README file overriding or narrowing the general
     EBA Legal Notice (verified across all 3,872 files in the outer + three
     inner ZIPs).

  3. Uncleared third-party copyright material: NONE FOUND. 1,633 schema files
     carry the processing instruction "<!--(C) EBA-->"; zero files carry any
     non-EBA copyright marking. Every physical file is rooted under
     "www.eba.europa.eu/eu/...". XBRL International, EuroFiling, and W3C
     schemas are referenced by external namespace URL / schemaLocation only
     (the META-INF/catalog.xml rewrites ONLY eba.europa.eu URIs to local
     files) — they are not physically bundled and therefore not redistributed.
     No separate third-party notice file is required.

  4. Integrity pin: outer SHA-256
     sha256:2cf8a0fe6aadee36a5bf07403d7bd63a43cab96f98fad8251c31938e8242e2fb
     (18,213,535 bytes); re-downloaded 2026-05-30 directly from eba.europa.eu
     and confirmed byte-identical to the 2026-05-02 vendored copy.

  Conclusion: counsel control #6 GATE PASS. The verbatim package is cleared
  for redistribution under the EBA Legal Notice + BUSL carve-out. Full scan

PASS-THROUGH OBLIGATIONS (recorded by counsel 2026-05-02)
==============================================================================

Operators distributing or deploying Stella Ops with the EBA DORA RoI
taxonomy package included MUST:

  - preserve source acknowledgement;
  - not imply EBA endorsement, approval, or certification;
  - not use EBA's name, abbreviation, or logo except as strictly
    necessary to identify the source;
  - preserve any notices embedded in the package itself.

Operators may use the vendored EBA taxonomy for regulatory
validation. They must NOT treat Stella Ops' inclusion of the
taxonomy as EBA certification, endorsement, or legal advice. No
operator-side regulatory filing obligations are created by the
EBA distribution terms themselves.

The EBA material remains subject to the EBA legal notice. Stella
Ops code remains subject to BUSL-1.1 and the Change License stated
in the Stella Ops LICENSE.
